Burgmaier <br />Colorado Division of Minerals and Geology <br />1313 Sherman Sveet, Rm # 215 <br />Denver, CO 80203 <br />Dear Ms. Burgmaier: <br />This letter serves as notification of anticipated delays in the field construction and requests an <br />extension to complete construction of several of the structures approved by Technical Revision 25. <br />The delays anticipated are caused by the onset of winter and the resulting inclement weather. <br />Consvuction of the Facilities Pond spillway, drop structure FDS-1, and the splash apron at the <br />bottom of FDS-1 will be delayed until the 1994 construction season. A delay in construction of the <br />pond spillway is not anticipated to cause any detrimental impacts. Drainage from the facilities area <br />has historically been directed towards the pit (facilities pond) and no dischazge from the pond has <br />occurred in the past. Should discharge from the pond occur the effluent will pass through the <br />Center Ridge Pond prior to leaving the permit area. It is acknowledged that some additional <br />erosion may occur along the current pathway where FDS-1 and the out fall splash apron are to be <br />constructed. However, during construction of FDS-1 and the splash apron the pathway will be <br />reshaped to build a foundation for the drop structure and the splash apron. <br />Additional structures that will attempt to be constructed during the winter months as weather <br />permits but may not be able to be completed are Culvert FC-1 and Ditch FD-5. Should Culvert <br />FC-1 not be able to be installed the drainage from the portion of the shop intended to be serviced <br />by the culvert will continue to be routed along the West Ridge haulroad to the Center Ridge <br />drainage and to the Center Ridge pond as it has in the past. Should Ditch FD-5 not be able to be <br />conswcted, the berm currently in place will continue to direct runoff from the storage area north of <br />the coal stockpile to culvert E-12. P&M will put primary effort into installing the culvert first with <br />secondary efforts directed towards construction of Ditch FD-5. <br />P&M will endeavor to complete the Facilities Area Drainage Convol Plan as soon as possible, <br />weather permitting. However, due to the location of the pond drop swcture, splash apron and <br />pond spillway, completion of all conswction may extend into late June of 1994. As such, P&M <br />requests an extension to complete the field implementation phase of TR-25 until June 30, 1994. <br />Sincerely, <br />~~ ~~~ <br />Brian D.
