BOX 522
Lake George, CO. 80827
Re: Technical Revision Submittal, Topaz Mtn. Gem Mine, Permit No. M-2002-003
Dear Mr. Rubeck:
DIVISION OF
MINERALS
GEOLOGY
RECLAMATION
MINING•SAPETY
eill Owens
Governor
Greg E. Walther
Executive Director
Ronald W. Cottony
Acdng Division Director
Per our August 30, 2002 phone conversation, if you are changing/modifying your approved
mining plan, or approved reclamation plan, you must submit a technical revision outlining the
changes/modifications pursuant to requirements of Rule 1.9. A technical revision is allowed if
the changes/modifications are not significant.
If the changes/modifications aze significant, the revision must be filed as an amendment pursuant
to requirements of Rule 1.10.
It is my understanding that you may have constructed a diversion ditch System [o direct excess
precipitation (or snow melt) away from or through the burnt out azeas in the permit azea. The
system should prevent ash and loose sediments from washing out of the permit area so you can
protect the adjoining lands. This is a good idea and, actually, a requirement of our statutes (you
need to protect areas outside the permit azea).
The technical revision (T.R.) submittal must contain a map showing where the ditches are
located. Also, the T.R. must include the ditch design information (depth and width, etc.). Include
as much information as is available such as; will the ditch system be removed when mining
ceases? will the system be changed, or modified, as mining progresses?
If you have any questions, give me a call.
Sincerely,
~i.l~~c-Q-'~-
3ames Dillie
/~ '.`" _ -
Environmental Protection Specialist
cc: Hazry Posey (e-mail)
