I will respond to the problems in opposite order
with respect to your presentation in the Inspection Report.
1. There is an un-permitted pile of old asphalt and a pile of broken concrete on site
that are to be processed and stockpiled as product for sale.
United Companies requests that the recycling of used asphalt and used concrete be
allowed at this site. Technical Revision # 1 is attached to this letter and explains in
greater detail the processes that we are using to recycle these materials and the
approximate volumes of each material that we expect to handle in a typical year.
2. There appears to be a shortage of on site overburden to complete backfilling.
During the past year, United Companies notified the Division that inert material was
being imported and used at the Railhead Pit for backfill. United Companies wants to
take this opportunity to request that this activity be recognized as a long term activity
at this site. During the period that the Railhead Pit is being used for recycling of used
asphalt and used concrete we would like to continue placing inert materials as
backfill.
Gravel reserves remain to be mined at the Railhead Pit. The ten acre parcel at the
western end of the permit has been prepared for mining during the past winter and
this gravel remains in place at this time. In addition, a volume of gravel remains in
place at the northwestern corner of the main Railhead Pit.
