That estimate, lahich
totals $ 169,086.00, is enclosed for your review. As you will Note,
my estimate reflects the use of a third party for the reclamation
which is consistent with required State procedures. The data used
for input into the calculations were derived from observation; and
measurements made during my recent inspections, the approved
• reclamation plan for the pit, information provided in the annual
reports for the Mesita Hill Pit and, for equipment and demolition,
the Cat Handbook and the R.S. Means Cost Data Book.
As for some of the specific assumptions made and input data used in
the Division's calculations, they are as follows:
Task 1 (Spread topsoil) : Based on the map of the distlrbed
areas of the pit supplied with Amendment 1 and the maps
supplied with the annual reports since 1985, I estimated that
28.5 acres of major disturbance currently exist and would be
receiving a minimum of 6 inches of topsoil if reclamation were
to be conducted now. I used Cat 950 wheel loaders to spread
the topsoil and, considering the areas involved, a travel
distance of 700 feet.
Task 2 (Grade out topsoil): I used the same area estimated for
the spreading of topsoil as the basis for this calculation and
a small motor grader to level the piles of material
distributed.
Task 3 (Rip all disturbed areas with compacted topsoi.-): I
assumed that topsoil was not salvaged from all the stoc:cpile
areas, the facilities area and the roads prior to =heir
disturbance and that these areas amounted to an estimat~=_d 26
acres. I used a motor grader with a ripper to looserF the
• topsoil compacted under those area in order that they could
