I will not be able to fully
review it until after next week, as I will be out of the office al] next week. I would like to
give you advance notice on one item: the slope stability analysis says that soils
classification information I provided was used in the analysis. I provided a particle size
distribution from an engineering manual that corresponds to the topsoil at the mine site,
as indicated by the soils map in the permit revision application. This distribution is
appropriate for use in the sedimentology routine of SEDCAD (assuming the pond has a
high trap efficiency), but the distribution is not adequate for preparing a safety factor
analysis for the pond embankment. Please provide a safety factor analysis for the pond
embankment using site-specific data collected from the site. Also, please provide a copy
of the tables showing exactly how the safety factor was determined.
If you have any questions, do not hesitate to call me.
Sincerely,
%~K~~-
Tom Kaldenbach
Environmental Protection Specialist
cc:
Daniel L Hernandez, CDMG
Tom Bird, National King Coal LLC
Mike Savage, Savage and Savage Environmental
CNfice of Office of Colorado
Mined land Reclamation ARive and Inactive Mines Geological Survey
