My comments are listed below.
Spoil Monitoring and Mitigation
The proposal submitted by the applicant is in general acceptable, but lacks
specificity with regard to sample depth, suitability criteria and method of
treatment. Unless CYCC submits alternative proposals with appropriate
technical documentation, I would recommend that the following stipulation be
imposed if the revision is approved.
STIPULATION:
THE PERMITTEE WILL SAMPLE THE UPPER 2 FEET OF MATERIAL WHEN OBTAINING
SAMPLES FROM REGRADED SPOILS WITHIN THE WOLF CREEK MINING BLOCK.
REGRADED SPOIL AREAS IN EXCESS OF TWO ACRES WHICH EXHIBIT pH VALUES BELOW
5.5 OR ACID-BASE POTENTIAL VALUES LESS THAN - 5 WILL BE COVERED WITH AT
LEAST FOUR FEET OF SUITABLE MATERIAL.
Topsoil Salvage and Redistribution
The applicant proposes to salvage all available topsoil with the exception of
designated steep slope areas (slope greater than 20 degrees). Topsoil
redistribution depth will be approximately 28 inches in the Wolf Creek Mine
area and 24 inches over the major portion of the Wadge Area. Two areas in the
Wadge Block totalling approximately 70 acres would be topsoiled to a depth of
6-10 inches, the varying topsoil depth being an attempt to enhance the habitat
diversity within the reclaimed area.
I would recommend that we accept the applicant's proposal, given the lack of
inhibitory materials in the Wadge overburden and the relatively small area
which will receive the shallow topsoil.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
