Dear Mr. I{iger,
The purpose of this letter, pursuant to Sections 34-33-109(7)(d) of the Colorado Surface Coal
Mining Reclamation Act and as required by Rule 2.08.5(2)(a) of the Rules and Regulations of the
Colorado Mined Land Reclamation Board for Coal Minin~,,~e inform you that the five-yeaz
permit term of Permit Number C-81-019 for the Colol~o Coal Company L.P. (Permitte~
Colowyo Coal Mine will expire on November 5, 1997. In order to ensure that Color~o Coal
Company may continue operating the mine beyond that date, a complete application for renewal
of the permit must be received at least 180 days prior to its expiration [Rule 2.08.5(3)(f)]._ _ _
Therefore, a complete application would be required on or before May 9, 1997. Determinations
of completeness of applications for permit renewal are made by the Division in accordance with
criteria described in Sections 2.08.5 and 2.07.3 of the Board's Regulations. In order to ensure
timely compliance with applicable regulatory requirements, the Division recommends submittal of
youu~application for permit renewal to our Offices no later than April 25, 1997.

Enclosed is a renewal application form which should be submitted with the following information,
at a minimum, as required by Rule 2.08.5(2)(b):
A statement of the name and address of the permittee, the term of the requested renewal,
the permit number, and a description of any changes to the matters set forth in the original
application for a permit or prior permit renewal;
2. A copy of the newspaper notice and proof of publication of same under 2.07.3(2); and
Evidence that a liability insurance policy or adequate self-insurance under 2.03.9 will be
provided by the applicant for the proposed period of renewal..
