However, effective <br />August 7, 1987, the Office of Surface Mining Reclamation and Enforcement, <br />(OSMRE) and Ronald Smith, President of Central West Coal Corporation, have <br />entered into an installment agreement (copy enclosed) for full payment of the <br />debt.
