BLM Lands, Right of Entry <br />Colowyo has agreed to a stipulation that forbids action <br />on the permit without BLM authorization. <br />2. Rio Blanco. Special Use Permit <br />Rio Blanco agrees that Colowyo does not need a special <br />use permit if mine activities are limited to the <br />construction of fences or ditches. <br />3. AVS Update information <br />Colowyo has updated the Division on two occasions since <br />this concern was expressed. <br />4. Reduction in Minimal Topsoil Removal Depths for the <br />Burnette and Work Soils <br />Reduction in guides for minimal soil removal does not <br />alter the operators responsibility to salvage all <br />available topsoil. <br />The variance requested by Colowyo (page 4.06-1) is <br />consistent with that found in other coal operation <br />permits. <br />Michael 8.
