Lochhead <br />Execmive Director <br />Michael B Long <br />Division Director <br />The Division of Minerals and Geology received Colowyo's technical revision (TR-37) <br />addressing the remaining issues of the 1995 Midterm Review. The application was deemed <br />complete for purposes of filing on June 5, 1996. The Division has the following concerns <br />that should be addressed prior to approval of the revision; <br />1. Colowyo submitted a new map 19A titled, Postmining Toaopraohv Gossard Area, to <br />address the reclamation plan of the Gossard Loadout area. The proposed <br />reclamation plan reduces the existing slopes on the stack tube area between 3:1 and <br />4:1 and reduces the slopes on the crusher building area to 3:1. <br />The Division was unable to locate apre-mining topography map that provides <br />adequate detail of the Gossard Loadout area. Rule 2.10.3(1)(j) requires that a pre- <br />mising map provide suf£cient detail to represent slopes and configuration of all <br />surface features within the area to be affected. The Division, therefore, relied on the <br />adjacent undisturbed topography depicted on Map 19A to assess approximate original <br />contour of the proposed area. <br />The adjacent undisturbed topography of the Gossard Loadout Area is sloped at 5:1 <br />south-west of the stack tube and 10:1 towards the east. Colowyo proposes 4:1 and <br />3:1 slopes at the stacktube outslope and 3:1 at the crusher building location. The <br />proposed reclaimed slopes are steeper than the surrounding area. Post-mining final <br />graded slopes need not be uniform but should approximate the general nature of the <br />pre-mining topography. <br />
