Our initial review indicates that all preliminary items required by Rule 2.08.4(5) have <br />not been submitted. Thus, your application is incomplete for the purposes of filing as of <br />September 17, 1999. <br />The application did not address the addition of organic matter, mulching, changes to the seed <br />mix, erosion control, or any methods to improve establishment of fibrous rooted (grass) <br />species. All of these measures were discussed with Janet Binn's during her joint inspection <br />with you.
