Gunnison Mine to construct the upper waste pile. In the Decision <br />Document, Stipulation No. 14 directed West Elk Coal Company to install <br />electronic tiltmeter tubes downslope from the toe of the proposed waste <br />structure. The stipulation further required that within 30 days following <br />approval of the revision, a plan for the installation of the tiltmeter <br />facilities should be provided. This letter responds to that stipulation. <br />Prior to the construction of the waste pile, two inclinometers shall be <br />installed within 160 feet of the tae of the waste pile. One inclinometer <br />will be located half-way between Monuments S1 and S4 as shown on Drawing No. <br />MG-RC-001 included in the permit revision application. This inclinometer <br />will be located on the southside of the existing collection ditch as shown <br />on the referenced drawing. This site is 150 feet north of the toe of the <br />waste pile. The second inclinometer will be located approximately 100 feet <br />northeast of Monument S2 as shown on Drawing MG-RC-001 and is approximately <br />160 feet north of the toe of the waste pile. These locations are subject to <br />change, if necessary, due to unforeseen conditions. <br />These inclinometers will be similar to existing inclinometers currently in <br />use on the Mt. Gunnison No. 1 mine site. Inclinometers will be PVC pipe <br />type, supplied by Slope Indicator Company or a suitable equal. The readings <br />will be taken with existing Sinco electronic equipment owned by West Elk <br />Coal Company. <br />The inclinometers will be installed in bedrock. During angering activities <br />to install the inclinometers, the cuttings will be logged to determine the <br />depth to bedrock. The inclinometers shall be read initially before the <br />placement of any waste coal material. During the first year of waste pile <br />operation, the inclinometers shall be read monthly. However, during times <br />of inactivity on the waste disposal site (i.e., during winter months when <br />the pile is inaccessible), readings shall not be taken. After the first <br />year of operation, the frequency of readings shall be modified as necessary, <br />based upon field experience.
