Long <br />Division Director <br />I have reviewed Colowyo's response to our October 22, 2993 adequacy letter for TR 25. The <br />response is adequate, and I would recommend approving the revision. <br />The adjustment to the CP factor by .65 to account for mechanically prepared sites is as was <br />discussed with Juan Garcia, and is in accordance with your account of field conditions. <br />You made a note on the revised narrative pages questioning the statement by Colowyo that <br />the West Pit pond is "a temporary impoundment and shall be designed in accordance with the <br />requirements of Rules 4.05.6(2)..:' I believe this statement was made based on our <br />requirements for approval of the Wash Bay pond. When we reviewed that pond, we informed <br />Colowyo that all impoundments are subject to a number of sediment pond regulations (see <br />Rule 4.05.9). For that revision, I suggested to Juan that he include a "blanket statement" that <br />constituted a commitment to compliance with all applicable temporary impoundment rules. <br />It would appear that he decided the blanket statement would be great for a sediment pond <br />proposal, as well. The designs submitted were in compliance with the sediment pond rules he <br />listed, as well as all other applicable rules. <br />If you have any questions, or need anything else, let me know. <br />SLB\011194.WP <br />
