Box 229 <br />Boulder, CO 80306 <br />RE: Preliminary Adequacy Review, Permit Renewal, Bourg Strip Mine, Walden Coal <br />Company, File No. C-81-021, Renewal RN-02 <br />Dear Ms. James: <br />The Division has conducted a preliminary adequacy review for the Bourg Strip Mine <br />permit renewal. I have reviewed the following areas and my comments follow. At the <br />present time the only concern that I have is with that Bourg did not submit a standard <br />permit renewal application form. Please fill the enclosed form out and return it to the <br />Division. A copy of the past permit term application form is enclosed. If no changes are <br />required you may use the pages from this application with the exception of pages 1 and 8. <br />If I have additional concerns during my review, prior to the issuance of the renewal, these <br />will be forwarded to you. <br />Bonding <br />The Bourg mine is currently bonded for $214,400.00. This amount remains after the phase <br />1 bond release of $321,600.00 (60% of $536,000.00). The reclamation bond is a corporate <br />surety issued by the St. Paul Property and Liability Insurance Company. The last rider was <br />issued in February 1991. The current bond amottn[ reflecu the minimum bond that the <br />Bourg Strip can have with a phase I bond release. ~~~ ~ opo. bD <br />i <br />Reclamation Liability <br />The current reclamation liability was last calculated October 1989 as part of the phase I <br />bond release. At that time the Division estimated that the phase I bond was sufficient to <br />cover reclamation costs. The Division will review these calculations and determine the <br />reclamation liability for this next permit renewal term. <br />
