The Division has reviewed Oxbow's December 20, 1999 responses to the Division's adequacy
letter dated December 14, 1999. The four original questions aze listed below, along with the
Division's responses. The new Oxbow submittal raised two additional questions, numbered 5
and 6 below.
]) In the AYS, Raymond E. Dymond is listed as Executive Vice President, with a begin date
of 3/6/96. However, in the permit application, under Rule 2.03.4, Identification of
Interests, Raymond E. Dymond is not listed. Please either document Raymond E.
Dymond's end date as Executive Vice President so AYS can be updated or submit the
appropriate revised permit application page adding Raymond E. Dymond as Executive
Vice President.
In the submittal dated December 20, 1999, Oxbow supplied revised page 2.03-2, which
lists the officers and controllers of Oxbow Cazbon & Minerals (OC&M). In that listing,
Raymond E. Dymond is now listed as Executive Vice President of OC&M. However, the
beginning date on the new submittal raises a question, which is asked in item number 5
below.
2) In the AVS, Larry A. Pryor is listed as Executive Vice President, with a begin date of
3/6/96. However, in the permit application, under Rule 2.03.4, Identification of /nterests,
Larry A. Pryor is not listed. Please either document Larry A. Pryor's end date as
Executive Vice President so AYS can be updated or submit the appropriate revised
permit application page adding Larry A. Pryor as Executive Vice President.
In the December 20, 1999 submittal, Oxbow stated that Larry A. Pryor is no longer
Executive Vice President, as of April 30, 1999. In order to change AVS, please provide
