Dear Ms Smith: I have reviewed the NCIG files to refresh my memory regarding the extension of the pads and related volume calculations. It seems that there is some confusion regarding the statement in Section 4.2.5 concerning the excess fill. This section deals only with cut and fill volumes not topsoil. The statement regarding excess fill (42,000 cubic yds) refers to the difference between the calculated cut and fill volumes presented in Table 4.2-4. Unfortunately, the specific sentence which mentions the excess fill is not clearly written when it compares the excess fill volume to the topsoil stockpiles. The sentence should be modified as follows: "Table 4.2-4 shows that, including material from the rock tunnels, there is an excess fill of 42,500 cubic yards which is approximately equivalent to what has been stored in the existing soil stockpiles." This "excess" fill has been used in the existing pad construction and is available to both extend the pads as proposed and to fill the pads during final reclamation (as per Appendix 4.3-3). Those pages will be modified and submitted along with the other minor revisions. Regarding the pad extensions, a report was prepared by me and Adrian Brown, discussing volumes, stability, and reclamation of the pads. This report was provided in Appendix 4.3-4, " Stability of Portal Rock Pads, Coal Ridge Number 1 Underground Mine". The report provides the volume of rock required for both the extension and the reclamation of the open "wedge" after completion of mining. The table of contents will be up-dated to include this appendix.
