OSM's Concernp Reaardina BLM's Coal Lease Stipulation <br />Reaardina Mitiaation of Impacts to Foidel and Middle Creeks. <br />In preparation for OSM's mining plan decision concerning the <br />proposed permit revision No. 3 (PR-3) for the Twentymile Coal <br />Company (TCC) Foidel Creek Mine, OSM performed a review of BLM's <br />Environmental Assessment (EA) for Federal Coal lease NO. COC- <br />54608. Upon TCC's receipt of Colorado's permit approval and <br />OSM'e mine plan approval, part of .this leased coal would be mined <br />under PR-3. <br />In the mitigation measure specified by Attachment B in the EA, <br />BLM expressed concern with the "potential for severe erosion and <br />depositional changes to the stream channels of Foidel and Middle <br />Creeks [which.l could occur as a result of changes in stream <br />gradient due to subsidence." In Attachment B, BLM specified <br />that Colorado "require TCC to submit a revision to the permit in <br />order to address reasonable measures to control headcutting, <br />erosion, and ponding in the event these conditions become <br />excessive to the point that the hydrologic balance of the <br />affected streams may become impaired."
