In most cases, an explanation of the comment is all that is necessary. However
in some cases, new information is necessary for the permit document. This information is presented as revised
materials in the attached Technical Revision. Our responses are numbered in the same sequence as your letter.
SURFACE WATER
1. No response necessary.
2. No response necessary.
3. No response necessary.
4. The reference to 'informally monitor' in the Forest Service (USFS) agreement refers to the understanding
that Mountain Coal Company (MCC) will conduct the monitoring, however, data is not directly reported
to the USFS. Page 2.OSfi4 of the permit document has been revised to clarify the agreement with USFS
concerning monitoring of water resources. Monitoring will be conducted on resources which are within
the projected impact area of shallow cover (less than 300/350 feel). USFS resource 131 lies in m area
where there is approximately 800 feet of cover and no impact is expected from mining. The wne of
impact is defined in MCC's permit document within the sections dealing with 'Subsidence as it Relates to
Hydrology'.
5. No response necessary.
6. No response necessary.
7. Any furore mechanical malfunctions in the monitoring program will be documented in the AHR.
8. The overlay of the workings will be updated in each AHR.
9. No response necessary.
