From observation, it appears that the amount of fine <br />material is greater than 25% of the total refuse. The reclaimed portion of the <br />waste bank shows an adequate production of vegetation. Topsoilin operations <br />were being conducted at the time of inspection. <br />Recommendations: Continue to mix the fine and coarse refuse materialat a <br />ratio of 3 coarse (or greater) to 1 fine, and compact in lifts of three feet <br />or less to 90% of maximum drv density. as determined by the Standard Proctor <br />Compaction Test (ASTAf D-69fi).
