Jackson <br />Area Manager <br />Bureau of Land Management <br />Little Snake Resource Area <br />1280 Industrial <br />Craig, Colorado 81625 <br />Re: CYCC Phase I Bold Release Request, File No. C-81-071 <br />Dear Mr, Jackson: <br />Enclosed is a legal description of Colorado Yampa Coal Company's (CYCC) permit <br />area for the Eckman Palk Mine, Mine No. 1 and Mine No. 2 which is located <br />approximately 20 miles southwest of Steamboat Springs, Colorado. <br />CYCC has requested partial bond release for backfilling and grading for the <br />major portion of the affected lands within the permit area. At this time, <br />mining ahtl reclamation operations have been completed within the Mine No. 1 <br />and Mil^e No. 2 parts of the permit area and less than 1 year of mining remains <br />within the Eckman Park area (the southwestern portion of the permit). Both <br />federal surface tracts were included within the requested partial bond release <br />area. <br />In an inspection conducted last summer, the Division identified a number of <br />features including a grade reversal along the ridge crest and several over- <br />steepened valley bottom segments along the base of the spoils in Eckman Park <br />which were not in compliance with the approved backfilling and grading plan. <br />A Notice of Violation was issued. Subsequently, CYCC submitted a permit <br />revision containing various geomorphic, hydrologic, geotechnical and legal <br />analyses, the general intent of which was to document that the altered <br />topography would meet approximate original contour requirements. That <br />revision, which includes plans for stabilizing oversteepened channel segments <br />is currently under review by the Division. Our decision on that revision will <br />sigrii'ficantly affect our partial bond release decision, with respect to Eckman <br />Parka '- ' <br />We are tentatively planning .fo conduct the partial bond release inspection <br />pursuant to CYCC's request sometime in June. We will contact you at least 2 <br />weeks prior to our scheduled inspection so that we can conduct the inspection <br />,)ointly.
