Because <br />the slopes of the Phase IV level of the Refuse Pile <br />were not completed to final grade nor covered with <br />subsoil, the topsoil could not be piled onto this <br />slope. This caused the area to be "filled" before all <br />the topsoil had been salvaged. Mountain Coal Company <br />requests a minor revision to Permit C-80-007 to <br />stockpile topsoil south of the hairpin turn of the new <br />road, and north of the large subsoil stockpile along <br />Sylvester Gulch Road (see map attached). <br />An additional approximately 1/3 acre area will be <br />cleared of vegetation. Topsoil will be stockpiled with <br />slopes not exceeding 2:1.
