Because
the slopes of the Phase IV level of the Refuse Pile
were not completed to final grade nor covered with
subsoil, the topsoil could not be piled onto this
slope. This caused the area to be "filled" before all
the topsoil had been salvaged. Mountain Coal Company
requests a minor revision to Permit C-80-007 to
stockpile topsoil south of the hairpin turn of the new
road, and north of the large subsoil stockpile along
Sylvester Gulch Road (see map attached).
An additional approximately 1/3 acre area will be
cleared of vegetation. Topsoil will be stockpiled with
slopes not exceeding 2:1. The pile will be seeded and
a topsoil sign placed on the pile.
Please don't hesitate to contact me should you have
questions or require additional information.
Sincerely,
Kathleen G.
