INTEROFFICE MEMORANDUM
TO: nYRON WALKI3R
FROM: JAN GT BINN
~ ~.
SUBJECT: I~OIDI~L C F.EK ~ L, 01983-056,'IR59 RCP.
DATE: 3/tG(2007
CC: DAN HERNANDP%
I have reviewed Twentymile Coal Company's (TCC) application for a technical revision (TR59) for a
reclamation cost estimate for the proposed changes. Please find my questions regazding the submitted
materials:
1. Revised pages 2.05-53 and 2.05-79 discuss a new 8" diameter waterline to supply Wash Plant
II. However, no information on the length of this new line was included in the text and no
depiction of this new line was found on Map 24, or Ex49K-M1. Please provide information
regazding the length of this new waterline, the location of the proposed manhole, and please
provide the waterline location on a facilities area map.
2. Revised page 2.05-105.2 is blank. Is there any reason to retain this blank page? Can it be
eliminated?
3. The revised text refers to Exhibit 25X Washplant Foundation investigation. The cover page of
this exhibit was found but no text or exhibit was located. Did the operator submit this
information?
4. Revised table of Contents pages submitted with TR59 application appear to have pagination
errors. Page ii ends with exhibit 17, while page iii begins with exhibit 25W. Exhibits 18 to 25V
aze missing from the revised table of contents pages. Revised table of contents page iv begins
with exhibit 42A. Exhibits 27 through 42 are unaccounted for on the revised table of contents
pages. This appears to be a mistake in the pagination of the revised table of contents pages.
5. Byron's item #2 in an adequacy letter dated March 7, 2007, requests a foundation drawing of
the location of the reinforced concrete piers ,footers and pilings. Although the operator
included a cost for reclamation of 94 concrete piers with dimensions of 5 foot by 5 foot by 1
foot thick, a drawing showing the locations of the piers I relation to the structures is needed.
6. In accordance with Byron's item No. 3, from adequacy letter dated Mazch 7, 2007, the cross
section showing the elevation of the pilings, piers, or footers in relation to the approved post-
mining topography needs to provide adequate detail for the Division to determine that the
