I believe this <br />will clear up the confusion about Twentymile's and Colorado Yampa <br />Coal Company's reclamation plans. Without a good understanding of <br />the respective operations histories confusion can be generated over <br />the reclamation plans. You should note that the Maps 41 and 42 in <br />permit C-81-071 provide the historic redistribution of topsoil at <br />the site. After you review those maps you will see that none of <br />the topsoil that was salvaged in Eckman Park was designated to be <br />hauled to the tipple/surface facilities areas. Those maps are for <br />information purposes as all the topsoiling activities in Eckman <br />Park have been completed, except the limited amount of work to be <br />done at Trudy's Corner. Trudy's Corner is the present parking <br />place for the 8050 dragline. <br />Perhaps a little of the history might make it easier to understand <br />how a decrease in topsoil redistribution depths has occurred over <br />the years. The preceding approved topsoil redistribution plan was <br />shown on Map 41, Topsoil Removal, Storage, Redistribution, and <br />Revegetation, in the C-81-071 permit. This plan was modified <br />during the previous permit renewal and the topsoiling information <br />is presented on Permit Revision Map 8, Life of Mine Topsoil Plan. <br />A comparison of the two maps reveals the reason for the decreased <br />topsoil redistribution depth. As you can see when comparing the <br />two maps, Map 41 did not show topsoil redistribution over the <br />tipple area, Haul Roads A,B & C, office area and road, shop and <br />warehouse area, and old dragline construction site. It should be <br />noted that these roads were constructed in the old county road <br />right-of-way. Permit Revision Map 8 shows all of these areas being <br />topsoiled, and as indicated in Permit Renewal Table 5, Topsoil <br />Balance, By Areas, Life-of-Mine, approximately 0.7 feet of topsoil <br />redistributed over these areas. These areas added approximately <br />141 acres to the area that will be topsoiled. Please refer to these <br />materials for verification of the above statements. <br />c~~us <br />
