Please accept our apologies for the delay in responding to <br />your submittals of September 2, 1994. Please understand that many of these questions are <br />intended to clarify the record. <br />Twin Pines No. 2 Mine Site <br />Stnrctural Removal <br />1. Please verify that all structures, foundations, equipment, and gash will be removed from <br />the mine site and properly disposed. Please also verify that none of these items will be <br />buried on site, with the exception of rubblized concrete which will be disposed within the <br />portals prior to back}`dling. <br />2. Are there PCB's present in any transformers at the mine site? If so, in what <br />concentrations, and how will the transformers be decommissioned? <br />Portal Closure <br />Please verify that the portals will be closed using the designs depicted on Drawing TPS-4, <br />which include the use of bulkheads. <br />Backfilling and Grading <br />The currently approved reclamation plan for the Twin Pines No. 2 mine site does not provide for <br />complete elimination of the highwall located at the site. As has been discussed at great length, <br />this is allowable under specific conditions. Discussion and questions are presented as follows to <br />ensure that the approved plan is in compliance with all applicable performance standards. <br />
