Gunnison N0. 1 <br />Mine, Permit No. C-007-80 <br />I have reviewed the 1600 Acre Permit Revision submitted on February 22, 1985 <br />by WECC. Along with the application I reviewed the 1984 Annual Hydrologic <br />Report received March 28, 1985. I had several questions and concerns with the <br />report however, these can best be delt with as part of the permit revision. <br />The following are my comments on the revision and AHR which should be <br />forwarded to the operator: <br />1) The maps in the revision should be certified in accordance with Rule <br />3.10. <br />2) Mine Plan Map 3.4.4.A needs to be provided on a larger scale to enable <br />the Division to superimpose the map on the topographic and permit <br />boundary map. <br />3) From map 2.8.2A (Composite Barren Member Well Water Level) it appears <br />that the groundwater divide may not coincide with the surface water <br />divide. WECC should delineate the groundwater divide based on well <br />information. A discussion should be provided on how accurate the <br />delineation is based on the number of drill holes in the area and what <br />is know of the aquifer characteristics. The Division may restrict <br />mining in areas so as to not affect the water resources in Minnesota <br />Creek Basin. If the groundwater divide cannot accurately be delineated <br />the Division may impose a mine buffer zone. <br />4) The mine plan map should be revised to clearly include the delination <br />and timing of retreat mining. <br />5) The Mt. Gunnison permit will expire on July 31, 1986. WECC needs to <br />justify why a permit revision is being requested that includes coal <br />reserves that will be mined in later permit terms. The Division may <br />only permit what will be mined in the current permit term. Is WECC <br />requesting right of successive renewal for future permit terms?
