Review of WE CC's 1600 Acre Permit Revision and AHR Mt. Gunnison N0. 1
Mine, Permit No. C-007-80
I have reviewed the 1600 Acre Permit Revision submitted on February 22, 1985
by WECC. Along with the application I reviewed the 1984 Annual Hydrologic
Report received March 28, 1985. I had several questions and concerns with the
report however, these can best be delt with as part of the permit revision.
The following are my comments on the revision and AHR which should be
forwarded to the operator:
1) The maps in the revision should be certified in accordance with Rule
3.10.
2) Mine Plan Map 3.4.4.A needs to be provided on a larger scale to enable
the Division to superimpose the map on the topographic and permit
boundary map.
3) From map 2.8.2A (Composite Barren Member Well Water Level) it appears
that the groundwater divide may not coincide with the surface water
divide. WECC should delineate the groundwater divide based on well
information. A discussion should be provided on how accurate the
delineation is based on the number of drill holes in the area and what
is know of the aquifer characteristics. The Division may restrict
mining in areas so as to not affect the water resources in Minnesota
Creek Basin. If the groundwater divide cannot accurately be delineated
the Division may impose a mine buffer zone.
4) The mine plan map should be revised to clearly include the delination
and timing of retreat mining.
5) The Mt. Gunnison permit will expire on July 31, 1986. WECC needs to
justify why a permit revision is being requested that includes coal
reserves that will be mined in later permit terms. The Division may
only permit what will be mined in the current permit term. Is WECC
requesting right of successive renewal for future permit terms? The
application indicates that only 100 acres will be affected out of 1630
acres to be permitted.
