The application was deemed complete for purposes <br />of filing on January 16, 1996. The Division has a few comments regarding the minor <br />revision application; <br />1) The Division concurs with Colowyo that, in practical terms, no sediment <br />control should be necessary at the alluvial well sites MR-95-O1 and MR-95-OZ <br />for the scope of work proposed (only 0.3 cY of cuttings will be generated at <br />each of the sites...the cuttings will be stockpiled for only 3 hours...and the <br />cuttings will be used to complete the well as soon as the casing is installed). <br />This exemption is granted in accordance with Rule 4.05.2(3). <br />2) The stratigraphic units that Colowyo has chosen for groundwater monitoring <br />are appropriate, if the intent is to mine the G seam. However, without seeing <br />the operation plan, the Division is unable to comment on horizontal locations <br />of the monitoring wells. <br />3) If the angle of draw for subsidence will reach Goodsprings Creek, it will <br />require hydrologic monitoring. The highway and the excess spoil fills should <br />also be considered for the angle of draw for subsidence. <br />4) Although Colowyo currently has upstream and downstream monitoring <br />stations on Goodsprings Creek, it is not presently clear whether the stations <br />will be upstream and downstream of the (proposed) underground mine <br />
