The application was deemed complete for purposes
of filing on January 16, 1996. The Division has a few comments regarding the minor
revision application;
1) The Division concurs with Colowyo that, in practical terms, no sediment
control should be necessary at the alluvial well sites MR-95-O1 and MR-95-OZ
for the scope of work proposed (only 0.3 cY of cuttings will be generated at
each of the sites...the cuttings will be stockpiled for only 3 hours...and the
cuttings will be used to complete the well as soon as the casing is installed).
This exemption is granted in accordance with Rule 4.05.2(3).
2) The stratigraphic units that Colowyo has chosen for groundwater monitoring
are appropriate, if the intent is to mine the G seam. However, without seeing
the operation plan, the Division is unable to comment on horizontal locations
of the monitoring wells.
3) If the angle of draw for subsidence will reach Goodsprings Creek, it will
require hydrologic monitoring. The highway and the excess spoil fills should
also be considered for the angle of draw for subsidence.
4) Although Colowyo currently has upstream and downstream monitoring
stations on Goodsprings Creek, it is not presently clear whether the stations
will be upstream and downstream of the (proposed) underground mine
