Binns
Reclamation Specialist
Division of Minerals and Geology
1313 Sherman St., Room 215
Denver, CO 80203
[s--~--a:r..i
MAR 1 1994
L'i~~ieicn cf Aginerals 8 Geclogv
Re: Cyprus Empire Corporation (CEC) Permit C-81-044 Renewal
Adequacy Response
Dear Ms. Binns:
This Adequacy response will follow the same outline and sequence as
the Division's review dated September 10, 1993.
I. Outstanding Midterm Concerns
A. CEC is currently, and will continue in the future to report
hydroxide values ( though most will be zero) for all wells. CEC
does not, however, feel that it is necessary or appropriate to
include our previous explanation for not reporting zero values in
the permit at this time. CEC will address this in a forthcoming
revision request specific to the Hydrologic Monitoring Plan.
II. 1991 Annual Hydrology Review
A. The date line along the bottom of Figure 10 (AHR - 1991)
delineates the beginning of each calendar year, and four
(quarterly) water level elevations are recorded annually (between
delineations).
At the beginning of 1991 the linear regression line indicates
an overall water level decrease to an elevation of approximately
6245 feet. However, by the end of 1991 (or the beginning of 1992)
the linear regression line indicates the overall water level
decrease to be nearer to 6240.
The overall decline in Well 83-03 of 15 feet through 1991, as
reported in the AHR - 1991, is correct.
B. As you are aware from our January 21st meeting at your office,
our Trout Creek Sandstone well monitoring program will soon be
undergoing change with the approved elimination of the Okie Plaza
Well.
As agreed in that January 21st meeting, as part of the
continuing Trout Creek Sandstone monitoring program CEC will
henceforth cease pumping the No. 5 Mine Wells for a period of 24
hours prior to taking quarterly water level measurements.
