BLM is experimenting with some special surface <br />roughening techniques which may change from time to time as those techniques are attempted <br />and verified do-able. Our 112 Reclamation Plan allows for those techniques and at the same <br />time qualifies for requirements of the Mined Reclamation Act, such as slope stabilization by use <br />of topsoiling, benching, and revegetation. We see uo conflict between State law requirements <br />and the current Free Use Permit Stipulations, which Ouray County is obliged to perform. <br />Any changes to the F.U.P.
