May 8, 2003 `~ <br />RECEIVED <br />MAY, 1121003 <br />Russ Means <br />Colorado Div. of Minerals and Geology ~ Division of Minerals and Geology <br />101 South 3rd Street, Suite 301 <br />Grand Junction, CO 81501 <br />Re: High Mesa Gravel Pit, M-2000-067, Technical Revision / <br />Deaz Mr. Means, <br />The purpose of this letter is to request a technical revision to the construction materials <br />permit for the High Mesa Gravel Pit near Austin, CO. The existing permit allows for the <br />extraction and crushing of gravel material on site for road base, screened rock, and sand. <br />The request for this technical revision is to add a hot and cold asphalt plant to the existing <br />operation. This revision would expand the area of Phase I to 18 acres to accommodate the <br />asphalt plant and a containment structure. Phase I will be limited to 18 acres and maintain <br />3:1 side slopes. The asphalt plants aze portable, custom contracting units that have their <br />own air emissions permits. The portable units will be removed from site once the project <br />is completed. The containment structure would consist of a 30' X 60' bermed area <br />underlaid with a minimum 20 mil PVC impermeable liner. The berm would be a <br />minimum of 18" high with 2:1 side slopes. The containment structure would store oil in <br />steel tanker trailers. <br />It is anticipated that this operation would produce approximately 20,000 tons per year of <br />processed material. Two 5,000 ton stockpiles will be maintained for ''/z" minus material <br />for the hot plant and 3/8" minus material for the cold. See the enclosed map for location <br />of the plant, containment area, and the stockpiles.
