Schreiner <br />Division of Minerals and Geology <br />October 19, 1993 <br />Page 3 <br />• iii iiuii~iiiiii-ii <br />The reclamation plan proposes 10,800 c.y, of topsoil and <br />48,000 c.y, of overburden fior a total of 58,800 c.y. of soil <br />to be moved, which is about 18,000 c.y. more than the 2017 <br />c.y./A that you propose. The 58,800 c.y. proposed appears to <br />be the maximum available above the clay and sandstone layers <br />described by the SCS. It appears that the difference in your <br />proposal and the application is mainly semantics. If you <br />wish, we can change the application to show the 2017 c.y./A <br />topsoil you request as topsoil and call the balance <br />overburden. Either way, the available yardage comes out the <br />same and the reclamation costs will remain the same. <br />10. Rule 34-32-116 (7) (j) states in part: Prior to approving <br />any new reclamation plan or approving a change in any exist- <br />ing reclamation plan, the Board shall confer with the local <br />Board of County Commissioners and the Board of Supervisors of <br />the Soil Conservation District if the mining operation is <br />within the boundaries of a soil conservation district. <br />The reclamation plan, including seed mix, was developed by <br />the Fremont County Soil Conservation District who this ap- <br />plicant feels is most familiar with reclamation needs for <br />this project. Therefore, the applicant plans to use the seed <br />mix recommended by them without the extras requested by the <br />Division. After receiving your letter, this consultant <br />visited with Rick Romano of that office and gave him your <br />thoughts on the program. He agreed that doubling the seed <br />amount could aid in assuring a stand.
