To date we have received no letters of objection <br />or adverse comments from the public. Therefore, we will reach a decision on your application by the March 22, 1994 <br />decision date. Our decision will be based on your response to the adequacy concerns listed below. Please submit a <br />response by March 4, 1994. <br />The Bureau of Land Management is listed as the owner of the mineral rights for Section 31. Please explain what <br />arrangements Southway Constntction Co. has made with the BL.M which will allow for them to mine gravel in <br />Section 31. <br />2. There ate three major drainages that will be impacted by the proposed operation. They appear to be ephemeral or <br />interminent in nature flowing toward the west. Please explain how these local drainage patterns will be <br />reestablished following mining. Further, it appears that a runoff diversion ditch will be necessary on the east edge <br />of [he permit area to convey ruooff from these drainages away from the active mining operation. The Division will <br />not allow runoff from these charnels to be intercepted by a 40 foot highwall and deposited in the working area of <br />the pi[. <br />3. In order to minimize wind erosion, topsoil stockpiles should be oriented in m east-west configuration, parallel with <br />the prev;tiling winds and seeded according to the recommendations of the SCS. Please commit to these~ctices. <br />4. Mr. Richard T. Sparks of the SCS recommended in 1986 that topsoil be rock-raked to remove I gait t14 rocks <br />prior to seeding and also to first place fines over regraded spoil, then respread salvaged topsoil. The Division, <br />agrees with these practices and requests that they be incorporated into the reclamation plan for the King Pit. The <br />Division prefers that undisturbed land be rock racked firs[, then available topsoil salvaged. Please comment. <br />5. The Division requires that a minimum cover of 3 inches of processing fines end 3 inches of topsoil be applied each <br />in separate lifts over regraded spoil. Please commit to this practice. <br />6. The tine. plan indicates that a 40~i0 foot highwall will result on the east end of the permit area. The Division <br />requeslt~rat a maximum height of 40 feet be established. Further, we recommend that the active 6ighwall be <br />shaped in a configuration no steeper than 1:1 z~the-se -@t teclama-h'~. Please comment. <br />7. The Division will require that the ~~ cmg sloe be no steeper than 4:1. Please commit to this <br />practice. ~, . <br />8. The Division has calculated a total reclamation cost for the 88.56 acre permit area to be $135,000. This estimate <br />includes the cos[ to backfill a 40 foot highwall a 1:1 slope toe 4:1 slope.
