PQabody
Twentymile Coal
~~ ~~~~`9~7/9.38 00 U80467 atl#27
August 1, 2006
Mr. Byron Walker
Environmental Protection Specialist
Colorado Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, Colorado 80203
(303)866-4941
~~~'' ~ 3 2006
Division o/M~narals ena
RE: Twentymile Coal Company - Foidel Creek Mine (Permit No. C-82-056), Minor Revision (MR06-
209) for Addition of Four 24-inch Culverts on 6-Main North Access Road
Dear Mr. Walker:
This spring, heavy snowpack and early warming resulted in unusually high runoff and flooding along portions
of area drainages, within ow Mine Permit Area. While [he natural floodplains allowed floodwaters to flow
outside the normal drainage channels without significant damage, flooding became a concern in certain areas
where TCC has constructed and maintains swface facilities and roads. One of these areas is the location where
the 6MN Access Road crosses Fish Creek. In this area, floodwaters caused some minor erosion of road
embankments, and at one point threatened to overtop the road.
In order to address this situation and assure full access to our surface facilities under all reasonable conditions,
TCC proposes to install fow 24-inch relief culverts beneath the road. These culverts will be in addition to the
existing designed drainage culverts, will be installed above the level of the existing drainage channel and
culverts, and will serve solely to safely pass any elevated flood flows in this area. Relevant pemut text has been
revised to describe installation and operation of the additional relief culverts, culvert design details are provided
as an addendum under TR01-39, Exhibit 8R (Fish Creek Culvert Design, NW Mains Ventilation Shaft), which
includes previous documentation on the designed culverts for the original road crossing of Fish Creek near this
location. Drainage structwes and culverts are shown on Map 24.
We appreciate yow consideration. Once you have had opportunity to review the accompanying information,
please feel free to contact me with any questions or to discuss related matters.
Best regards,
/~~ii~
Supervisor
cc: Mike Berdine/TCC
attachments
