Long <br /> Division Director <br />Re: New Horizon ine (C-81-008); Technical Revision No. 19 <br />I have reviewed Western Fuels-Colorado's responses to the Division's adequacy concerns <br />dated August 22, 1994. This memo will refer to items numbered in accordance with the <br />Division's August 22, 1994 letter. <br />No. 1) Western Fuels references the "revamped Peabody reclamation only permit <br />application: Volumes C" as pertaining to soils and overburden information. <br />Attempting to use this reference Volume C, this volume pertains to hydrology <br />issues (Appendixes 7-7 through Exhibit 7-7). Please correct which volumes <br />do contain the desired soils and overburden information. Upon receipt of the <br />corrected text, this matter should be acceptable. <br />No. 2) Western Fuels supplied results of samples received at the CSU Soil, Water, <br />and Plant testing Lab on June 28, 1994. Results of samples taken in <br />September 1994 will be forwarded to the Division as well. This addresses <br />item no. 2. Additionally, page 2.05.4(2)(d)-3 details the parameters that will <br />be provided. The Division requests that since SAR results are a part of that <br />list that the individual components of SAR (Ca, Mg, and Na),results be <br />provided as well. ~2q~,~~cr) <br />No. 3) This reference to submittal of the Unsuitable Spoil information has been <br />reinstated into the permit text. <br />No. 4) The inclusion of "spoil stockpile area' has been reinserted into the appropriate <br />sentence on page 2.05.4(2}(d}-6. <br />No. 5) Page 2.05.4(2)(d)-10 does discuss approximate volumes and Map 2.05.4-4 <br />designates spoil borrow area. Western Fuels states in the cover letter dated <br />September 9, 1994, that results of the September 1994 spoil borrow material <br />will be forwarded to the Division. Receipt of this information will satisfy this <br />item. <br />
