This <br />EA was prepared in response to an application by Mountain Coal Company (MCC) for activities <br />associated with the West Elk Mine in Gunnison County, Colorado. The project area lies within Township <br />13 South, Range 90 West, Sections 27, 28, 34 and 35, 6th Prime Meridian. <br />The EA and associated documents can be downloaded from the web at <br />http://www.fs.fed.us/r2lgmug/policy/ under the heading "Mining", entitled 2006 Supplement to the Coal <br />Methane Drainage Project, Panels 16-24 Environmental Assessment, Sylvester Gulch Road Construction <br />and Long Draw Saddle Extension Upgrade. <br />This EA is being released for the 30-day public comment period according to 36 CFR 215.5. The <br />opportunity to comment on the proposal ends 30 days following the date of publication of a legal notice in <br />the Delta County Independent. Only those who submit timely and substantive comments will be accepted <br />as appellants of the final decision. Substantive comments are defined in 36 CFR 215. Also, for appeal <br />eligibility, each individual or representative from each organization submitting comments must either sign <br />the comments or verify their identity upon request. The Forest Service Responsible Official is Levi K. <br />Broyles, Paonia District Ranger. Comments may be submitted in hard copy through the mail, fax, <br />delivered by hand, or emailed. Mail comments to USFS, ATTN: Sylvester Gulch, P.O. Box 1030, Paonia, <br />Colorado 81428. Fax comments to (970) 527-4151. Hand delivered written comments will be accepted <br />at the Paonia Ranger District Office, N. Rio Grande, Paonia, Colorado, between the hours of 8:00 am and <br />4:30 pm., Monday-Friday, except for federal holidays. <br />Electronic comments will be accepted, and must be submitted as an IBM compatible format (e.g. *.doc, <br />*.txt, *.rtf), or PDF. Electronic comments should be sent to: <br />comments-rocky-mountain-gmuq-paonia(c~fs.fed. us. <br />For electronically mailed comments, the sender should normally receive an automated electronic <br />acknowledgement from the agency as confirmation of receipt.
