Phases Ic, IIa <br />and IIb are Montrose County surface and BLM minerals, Phase Ib is Montrose County <br />surface and minerals and Phase Ia is BLM surface and minerals (see attached map). <br />The gravel in Phase Ia is authorized for removal by BLM free use (FUP) permit COC- <br />50596 as shown in Exhibit N; gravel removal is not authorized in Phases Ic, IIa and <br />IIb. When BLM receives an application for gravel removal or permit renewal, BLM will <br />prepare an environmental assessment and conduct surveys for cultural resources and <br />Threatened and Endangered Plant and Animal Species.
