The NOV mentions submittal of a <br />Technical Revision for modification of the topsoil storage plan and siting of additional topsoil stockpiles, however <br />given that topsoil stockpiles are not engineered structures, it should be possible to process this revision as a Minor <br />Revision (would be MROS-193), which would allow TCC to proceed with the proposed soil recovery and relocation <br />effort in a more timely manner. We have formatted this revision submittal as a Technical Revision and included all <br />required materials in order to meet all applicable requirements for either a Technical or Minor Revision. <br />TCC proposes to recover and relocate the topsoil (including minor amounts of documented suitable road-base <br />material) presently windrowed along the 18-Right Ventilation Shaft access road to three separate topsoil stockpile <br />locations, as shown on the accompanying map. Perimeter ditches will be established along the upslope toe of the soil <br />stockpiles to divert surface runon azound the piles and silt fence or wattle barriers will be established along the <br />downslope toe of the piles to catch any sediment coming off the piles. Where the upslope ditches intersect the <br />existing roadside ditch, rock check dams will be established to control flows and prevent erosion. <br />TCC would like to proceed with the proposed topsoil recovery and relocation as soon as possible, therefore during the <br />review process, please feel free to contact me to discuss submittal materials or related matters. Also, please note that <br />TCC is proceeding with recovery of topsoil material from the crest of the existing west collection ditch, consistent <br />with the abatement requirements for NOV CV-2005-005 (Partly. This material is being placed in the existing pad <br />area topsoil stockpile.
