For completeness, <br />please submit the proof of publication for the newspaper notice, as <br />required by Rule 2.07.3(2). <br />Because a complete permit renewal application was not submitted at <br />least 180 days before the expiration of the existing permit, the <br />expiration date being January 4, 1997 and the 180 day deadline <br />being July 8, 1996, Rule 2.08.5(3)(f does not apply. This rule <br />would have allpwed Hayden Gulch erminal, Inc. to continue <br />operations past the existing permit expira lon date if a final <br />decision on the permit renewal request was still pending.
