This letter is to list areas reviewed and to certify the construction
of the sediment ponds and other drainage control structures. Guidelines
for construction were Found in the Blue Ribbon Coal Co. permit application
File (F C-047-81, 2.05.3(4), Appendix C, Exhibit G, and Exhibit H. The
