It appeazs to us <br />that some of the comments may originate from the fact that the authors of this Office of <br />Mined Land Reclamation ("OMLR") Memorandum were not able to attend the meeting <br />between CC&V and the OMLR during which the October 7, 1994 submission was initially <br />discussed. Some assumptions made regarding (1) the importance of the chemical reaction <br />equations, (2) the status and content of humidity cell tests, and (3) the appropriate water- <br />quality standards by the authors aze not correct and might have been avoided if they had been <br />able to attend the meeting. For example, at the meeting it was agreed that ambient water <br />quality is the general measure of acceptability of management practices. <br />This letter also confirms that we provided to you last week copies of papers addressing the <br />roles of soil covers on overburden piles and the resultant control of water infiltration. <br />CC&V addresses the commentary in the November 1, 1994 memorandum in the remainder <br />of this letter. <br />
