Simpson, P.E. <br />State Engineer <br />Your letter dated February 13, 2006, requesting renewal of the above referenced substitute <br />water supply plan to cover depletions caused by an existing gravel mining operation, has been <br />reviewed. Replacement water has been leased from the Town of Milliken and copies of leases for <br />2006 and 2007 were provided to this office on June 30, 2006. The required fee of $217 for the <br />renewal of this substitute water supply plan has been submitted. The applicant submitted $1343 for <br />the renewal of this plan therefore a Refund Request Form is included with this plan. The original <br />plan was approved on August 13, 2003. <br />According to the information provided, the mining operation has not commenced on this pit, <br />thus no groundwater was exposed at the site. This plan describes the proposed water uses for the <br />period of June 1, 2006 through May 31, 2008 for this new mining operation. The mined material from <br />the site will be used during the construction of a development on adjacent property owned by <br />Western Equipment & Truck, Inc. ("WETCO"). The proposed plan anticipates the net depletions <br />associated with the evaporation of the groundwater exposed for each month, as shown in the <br />attached Table 1. Because this is a new mining operation, no groundwater was exposed within the <br />permit boundary prior to January 1, 1981. <br />The anticipated net depletion during the term of this plan is 23.05 acre-feet cronsisting of <br />11.88 acre-feet of evaporative loss (based on a maximum surface area to be exposed at the site of <br />4 acres and a net evaporation rate of 2.6 acre-feet per acre), 1.92 acre-feet of water used and <br />consumed for dust control and 9.25 acre-feet of water lost with the mined product (based on an <br />estimated 150,000 tons peryearof mined product). No dewatering is provided or sought underthis <br />plan and no phreatophyte credit has been applied to this plan. If dewatering will occur, the Applicant <br />is required to provide the details of dewatering and amend this plan to accountfor lagged depletions <br />from dewatering. <br />
