Simpson, P.E. - <br />SUte Engineer <br />~~~ ~M' <br />T3N, R57W, 6th P.M. <br />W e have reviewed your letter of April 24, 2003, requesting renewal of the above referenced substitute <br />water supply plan to cover depletions for a sand and grave! mining operation at the Barlow Pit site. With the <br />renewal request, you asked that the plan also cover well permit no.2104-F, which is used at your batch <br />plant. Replacements for depletions associated with operation of this well were previously covered by <br />GASP. The required fee of $217.00 for the renewal of this substitute supply plan has been submitted. The <br />original supply plan was approved on January 13, 1992 and the latest amendment was approved May 17, <br />2002. The last plan expired on October 31, 2002. <br />DEPLETIONS & CREDITS <br />On an annual basis, based on current assumptions to be described herein, the anticipated net <br />depletion for the plan year of June 1, 2003 through May 31, 2004 is 12.5 acre-feet, which consists of 8.3 <br />acre-feet of lagged depletions from pastwet-mining production (no gravel mining during the period of this <br />plan) and 4.2 acre-feet of lagged batch plant well pumping depletions. Since this plan covers depletions <br />from the expiration date of the prior plan, total depletions requiring replacement from November 1, 2002 <br />through May 31, 2004 are 20.06 acre-feet which also includes evaporation from up to 9.3 acres of ground <br />water exposed after December 31, 1980. <br />Pit site depletions were calculated using an adjusted gross annual evaporation of 45.3 inches from <br />the exposed water surface during non-snow-cover periods and water lost in the mined product at 4% of <br />production, with credits of 7.2 inches for effective precipitation and 27.6 inches for pre-existing sub- <br />irrigated alfalfa. The monthly depletions to the South Platte River from the pit site depletions were <br />calculated using a Stream Depletion Factor (SDF) of 30 days. Since the pit was mined and enough <br />material stockpiled in 2002 such that no mining is expected through the remainder of this plan period <br />(through May 2004), the water lost with the product is estimated to be 0 acre-feet for all of 2003 and <br />through May 31, 2004; however, the delayed impacts to the stream from prior mining (calculated from <br />1995 to present) enter into current replacement obligations. <br />
