SIMPSON, CHIEF, WATER MANAGEMENT BRANCH
SUBJECT: MOUNTAIN MOBILE MIX -CHAMBERS PIT - GARFIELD COUNTY,
APPLICATION FOR MINING AND RECLAMATION PERMIT
As requested by your office, we have reviewed the application for a gravel
pit near Rifle. The report states that water would be obtained from the
discharge of the dewatering pump for dust control at the crusher. The
applicant must have a well permit to use the pit water to be in compliance
with state statutes, CRS 1973, 37-90-137.
The applicant should also evaluate the effects of evaporation losses from
the 10-acre reclamation pond on the downstream senior water rights at
Grand Valley. During dry years, the water rights place calls on junior water
rights; therefore, it is obvious that any additional detrimental changes to
the exist[ng hydrologic balance could result in injury. Until the applicant
has a method to minimize this injury, such as a plan of augmentation, and
has obtained a legal source of dust control water, we do not recommend
approval of this application.
~C- Q
Hal D.
