The Draft Permit was issued on May 10, 1999. The EPA <br />published a notice of intent to issue the Draft Permit in the Rifle Citizen Telegram and the Meeker <br />Herald on May 19, 1999. This notice of intent to issue a Draft Permit also provided notification <br />of the time and location of the public hearing to receive public comments on issuance of the <br />permit. The public hearing was held at the Rio Blanco County Court house in Meeker, Colorado <br />during the afternoon of July I3, 1999. <br />The Public hearing was conducted by Mr. Albert C. Smith, EPA Region VIII Presiding <br />Officer. Mr. Paul S. Osborne of the EPA Region VIII Underground Injection Control (UIC) <br />Program described the role of the UIC program and provided some explanations of the technical <br />and operational issues raised in issuing the Draft Permit. The Public hearing was completed at <br />approximately 4:20 P.M. in the afternoon. The public comment period was extended until August <br />13, 1999. <br />Eighteen comment letters were received from twelve individuals by the EPA and are listed <br />below. The letters are on file in the EPA Region VIII Denver Office in Denver, Colorado, and <br />are available for public review. Comments ranged from support of the project to requests to <br />remedy unresolved issues and insufficient analyses.
