The discharge permit was for a Loadout located in Lacy, CO <br />which was never constructed. The sediment pond was not <br />constructed. No coal was loaded out from this facility. <br />The facility is an industrial area which was previously leased from <br />the Souther Pacific Railroad. NCIG no long has a lease on this <br />area and the industrial area is being used by others.
