Box 271 <br />Prestonsburg, KY 4163 <br />RECEIVED <br />MAY 0 2 2001 <br />Division of Minerals & GeCc- <br />~e~y~ ~~ <br />~ t8]6 ~• <br />Colorado Department <br />of Public Health <br />and Environment <br />RE: Compliance Inspection of Industrial Wastewater Treatment Facilities, CPDS Permit No. <br />CO-0027146 for Powderhom Coal Company, Mesa County. <br />Deaz Sirs: <br />Enclosed is your copy of the above report form for the inspection performed on April l9, 2001. <br />During the inspection, the following items were noted and need to be brought to your attention: <br />Wastewater Treatment Facilities: <br />Steps need to be taken to remove the remaining chemicals, oils and batteries from the site <br />as soon as possible. While materials aze being removed, steps must be taken to assure that <br />spills will not enter the storm-drain near the building's unloading doorway. The storm- <br />drain terminates into one of the detention ponds that may not be capable of adequate <br />containment or treatment of spilled materials. <br />2. Additional emergency response supplies (oil absorbent and socks) should be obtained. <br />3. Prior to completing closure of the sanitary lagoons, the dried bio-solids (sludge) must be <br />removed to an approved disposal site or evaluated by a Registered Colorado Professional <br />Engineer with Division concurrence to bury the solids on site. The Division must be <br />notified prior to removal or burial. <br />4. The flow meters on discharge points OOl and 002 need to be calibrated on a regulaz basis. <br />~. A Colorado Industrial Operator License at the Class "C" level is required at this facility. <br />One possibility would be to have Tanya Hammond obtain the proper operator certification. <br />Please contact Betsy Beaver at (303) 692-303 for more information on how to obtain the <br />proper certification or obtain the information from the Colorado Water and Wastewater <br />Operator Certification Board web site (w~vw.cdphe.sta[e.co.us/op/ocb/ocbhom.asp). <br />
