JUL 2 s 2000
Mr. Alan Weaver Division of Minerals d Geology
Southfield Mine
1190 County Road 92
Florence, CO 81226
RE: CERTIFICATION OF SEDIMENTATION POND NO. 4, SOUTHFIELD MINE,
FLORENCE, COLORADO (2nd Quarter, 2000)
Deaz Al;
On June 30th , 2000, an inspection was conducted on the Sedimentation Pond No.
4 currently in place at your Southfield mine. The inspection was performed by myself,
John Eff~ger III, a registered professional engineer in the State of Colorado since
December, 1975. I have experience and knowledge in the design and construction of
dams, drainage control, hydrology and structures; including experience in portions of the
permitting process of coal mine facilities and permit compliance.
The purpose of this inspection and certification was to check for structural
weakness, erosion, other hazardous conditions and identify required maintenance and to
satisfy the requirements of Rule 4.05.6 (13) of the Colorado Mined Land Reclamation
Boazd for Coal Mining. In addition to the on site inspection referenced above, actions
taken in preparing this certiScation included review and discussion of applicable mine
maps and state regulations with yourself.
Said inspection was performed on a hot (90°), cloudy Friday afternoon by myself
Most of the site was traversed with a two wheel drive vehicle with frequent stops and
hiking trips azound the pond. The following is a statement of my professional
observations and conclusions from this inspection:
The entire pond was examined for stnuctural weakness, erosion and other
hazardous conditions; none were found.
There was no water in the pond.
Outlet & spills were free and unobstructed and should function as designed.
No sign of erosion damage.
