Domingue ,+. ~~,.~ <br />DATE: Janua x'y 27, 1982 <br />RE: Blue Ribbon Mine - Sediment Control <br />File 1/C-097-8I <br />Tom, <br />Review of the U.S.G..°,. topographic map of the Bowie quadrangle, aerial photos,, <br />and Exhibit D from the permit application has shown t7;e topoyraphy of the mine <br />and adjacent areas shown on Exhibit l7 to be erroneous. The drainaye areas of <br />Area 1 and possibly Area 3 are significantly larger than shown. This causes <br />serious problems with the designs of numerous structures which carry or store <br />runoff from these areas. As Areas 1 and 3 are undisturbed drainages these flows <br />need not be treated in a sediment pond. In the present plan drainagn_ from botH <br />of these areas is passed throuyh the sediment control system. Drainage from <br />i <br />Areas 2, 6, 7 and 8 only need be passed through a sediment pond. , <br />The proposed plan routes +oater from Area 2 (a portion of the mine bench) along . <br />the haul road ditch, through a culvert, and into Pond 2. By routing the water . <br />in this way the entire upstream drainage of Area 1 is also routed to Pond 2. , <br />To eliminate the problems this causes with ditch, culvert and pond sizing Blue <br />Ribbon Coal Company should grade the bench area so that Area 2 drains towards <br />the north and enters the bench water collection culvert. Area 3 should be <br />diverted into the ephemeral drainage north of the bench to prevent sizing problems <br />with the bench culvert and Pond 2. <br />Area I, the undisturbed area tributary to the haul road ditch is routed through. <br />Pond 2 in the proposed plan. Zn order to prevent sizing problems with culvert <br />1 and Yond 2 the drainage from Area 1 shoulr] be diverted to llubbard Cnick. in <br />the area of the haul road switchback. Routing water around the haul road switch- <br />back as proposed in the application is specifically prohi.bitec7 by 9.03.1(9){c). <br />Constructi on ~of a channel from the haul road ditch to Hubbard CrenF: r~rould not be <br />necessary. A rock-riprap energy di ssi pa ti ny d%~v.ice ,rt the ditch terminus would <br />be all that would be necessary. <br />The suggestions given aboc•e eliminate the need for increasing the size of Pond 2., <br />the mine bench collection culvert and culvert No. 1. They create a need for <br />grading on t7re mine bench. <br />
