Ci s3:':'^~ ~?CSCUICE;~ <br />RE: Carbon Junction Mine - Pit Haul Road Certification <br />Dear Mr. Squire: <br />I am a professional Engineer registered in the states of Colorado, <br />New Mexico, and Idaho. My experience in the design and <br />construction of haul roads associated with surface coal mines <br />began in 1972 where I was responsible for such work at a major <br />coal mine complex in Ohio. I continued to be active in this <br />area for a major engineering and construction firm and completed <br />work on projects located in New Mexico, Wyoming, Montana, Texas, <br />and Colorado during the period from 1975 - 1978. Since 1978 <br />I have been responsible for the design and implementation of <br />the mining operations and their support facilities under the <br />New Mexico regulatory program for Sunbelt Mining Company, Inc. <br />Under contract to Pueblo Coal, Inc., I personally inspected the <br />pit haul road leading from pit areas I-1 and I-2 to the main <br />haul road at the Carbon Junction Mine on September 18, November <br />28, 1984, and January 10, 1985. In addition, an engineer under <br />my direction monitored progress throughout construction. The <br />purpose of this inspection and monitoring was to ensure that <br />construction was in compliance with the designs entitled Pueblo <br />Coal, Inc. Carbon Junction Mine Pilot Road Proposal dated July <br />9, 1984 and Pueblo Coal, Inc. Upgrade of Pilot Road dated August <br />10, 1984. These designs were submitted to MLRD and approved <br />by letters dated July 20 and September 5, 1984 from MLRD. <br />During my inspections I noted that the required one additional <br />culvert had been installed and the road surface sloped as specified <br />in the design for drainage control. Ditches as specified in <br />the design had been constructed to carry runoff from the road <br />and were relieved as specified in the design. Cut slopes were <br />ceduced to a maximum slope of 1v:1.5h. The road was crowned <br />with 3/4" minus aggregate as a top course. <br />
