This will include the incorporation of shale spoil
material from the Lyons quatry, and waste shale from the Dowe Flats Quarry during the months
of February- May 2007, totaling approximately 250,000- 400,000 cubic yards of material. We
estimate less than half of this material will come from the Dowe Flats quarry. It is the same Inter
Ridge shale formation as is found in the Lyons Quarry identified as waste and spoil material in
the original reclamation plan. A certification of inert material is attached to this notification.
Cemex will perform visual inspections of the material to ensure only inert, clean material is
placed.
The addition of shale spoil to this pit will provide for good structural fill for future storage of
CKD or other spoil material above water levels and eliminate the exposed water surface. The
material is to be placed into the pits by dropping shot rock over the high wall at one or more
points, as well as delivered and compacted from the developed access points into the southwest
side of the pit. The back fill is aself-compacting material and will be further stabilized with
compaction from haul trucks and dozers. Cemex will monitor the presence of water in the pit
and keep fill below levels where existing ponded water could migrate into the surrounding
unconsolidated material. Additionally, we will maintain records of the fill as it proceeds and
provide a summary report to the Division after this phase of fill is completed.
Please let me know if you have any questions.
Sincerely,
QQ/~M~fl.~/
Monica Sowders
Environmental Manager
5134 Ute Hwy
Lyons, Co 80540
303-823-2115
Lyons Plant
P.O.
