County Commissioners <br />Re: Camilletti -Gravel Pit Application <br />Dear Commissioners: <br />Aquatic Environmental Services, Inc. (AES) has been hired as a consultant to the Community of <br />Milner (rep. Ms. Loretta Van Norstand) in regards to the Camilletti Milner Gravel Pit Application. <br />The Applicant's intention is to apparently mine gravel from beneath property located in the Yampa <br />River floodplain at the confluence of the Yampa River and Trout Creek. Said property is bounded <br />by the Yampa River on the north, and on its south and westerly sides by Trout Creek. The engineer <br />for the Applicant is Water Resource Consultants, LLC (Mr. Paul Currier), and the surveyor is D&D, <br />Inc. (Mr. R.C. Moon). <br />AES reviewed documents provided by Routt County that are in support of the Applicant's <br />application. We also reviewed the Flood Insurance Study for Routt County, Colorado <br />(Unincorporated Areas) published September 29, 1989 by the Federal Emergency Management <br />Agency (FEMA). AES' comments related to these documents are as follows: <br />Survey MapuinQ <br />AES received several documents from Routt County Planning Department (Mr. John Eastman) <br />related to the application. These documents included a floodplain delineation report performed by Mr. <br />Paul Currier, and several accompanying maps with D&D title blocks on them. Because mapping is <br />an extremely important aspect of any project located within a floodplain, AES wanted to review the <br />field survey cross-sections taken across the river channel and question Mr. R.C. Moon in regards to <br />his survey procedures, determine where data was collected and to obtain control information. We <br />made several attempts to contact Mr. Moon but were unsuccessful in receiving a response. In lieu of <br />having direct contact with Mr. Moon we asked Mr. Eastman in the Routt County Planning <br />Department, through several telephone conversations and with written request (letter attached), to <br />ask the Applicant to have Mr. Moon contact us.
